Our History
TCS was founded in the summer of 2009 by Brian Van Anne, MSW and Joe T. Martinez. Brian brings over nineteen years of social work experience to this agency, eight of which he served as a foster family agency social worker, foster family agency supervisor and foster family agency director for another local, well respected foster family agency. Brian has a Bachelor of Arts degree in Social Work and Master of Social Work degree from California State University, Fresno.
Joe brings over twenty five years worth of experience in financial management and oversight of companies ranging from large for-profit entities to social service, county funded programs. Joe has a Bachelor of Science degree from California State University, Fresno and held a Certified Public Accounting Certificate from the California State Board of Accountancy for over nine years. Joe has a tremendous heart for children and feels that this agency will serve as an excellent way to improve the lives of those who have been abused, neglected, or abandoned.

TCS’ purpose is to provide quality, culturally competent treatment foster care and Extended Foster Care services to children, families and non-minor dependents in the child welfare/foster care system. TCS will partner in philosophy and delivery of service with surrounding counties in order to meet the needs of their clients.
TCS aims to use a Strength Based approach in recruiting, training and in the delivery of foster care and Extended Foster Care services with the underlying theme being that foster care and Extended Foster Care are temporary living arrangements for children and non-minor dependents. Reunification or permanency are the ultimate goals of our organization and therefore are the cornerstones of case planning which will be supported throughout the treatment plan process.
TCS also aims to support non-minor dependents as they develop permanent adult connections and prepare for independent living; we will assist non-minor dependents with school, employment and housing issues.
